Key Responsibilities:

•Planning and Budgeting
Develop and prepare Staffing plan together with related budget preparation in order to assist HR Manager in annual planning and budgeting.

•Policies and Procedures
Draft or modify, implement, and monitor Staffing related policies and procedures according to HR strategy as well as related policies in order to comply with related guidelines and support business needs and development.

(i) Maintain and improve a smooth and efficient process including on boarding/exit, contract management, p-file management etc in relation to employee management in order to support company business needs.
(ii) Manage company workforce plan including requisition, recruitment, forecast in order to satisfy manpower needs from the company.

•Vendor Management
Control and evaluate performance of recruitment channel, such as Labor agencies, headhunter etc in order to deliver efficient and qualified service to Company.

Work with the line managers to identify the recruitment needs and develop the recruitment plan and projection; Develop and improve the selection process, interview guide and assessment tools for different groups of employee and ensure they are followed; Work with hiring managers to interview, select and offer candidates in line with the company recruitment policy and legal regulations; Ensure flawless on boarding process for new employees positive on boarding experiences; Creatively and actively explore new ways to recruit positions that have talent shortage in China; Analyze and report key metrics in regard to staffing needs and trends to leadership; Develop and deliver the regular recruitment status reports; Assist the line managers to define roles and responsibilities for each position, and to ensure all job descriptions are in place and up-to-date; Responsible for the Employer Branding program. Develop company promotion materials to promote company’s brand.

Personal Skills Requirements:
• HR knowledge.
• Good communication skill
• Detail oriented
• Can work under pressure

Technical Skills Requirements:
• Bachelor Degree or above majored in Human Resource Management;
• More than eight years work experience with five years working experiences in staffing & recruitment;
• Experience with the industrial technical volume hiring is preferred;
• Good English skill both in written and speaking.
